Affordable housing has been in demand since before the Corona 19 pandemic. As many companies have had to close their doors and lay off or dismiss employees, those who struggle to pay rent and other living expenses face greater challenges in caring for themselves and their families.

But the good news is that affordable projects are still being developed. New housing solutions in this category offer many of the features offered by market-rate units, such as energy efficiency, environmental friendliness, low maintenance, amenities and flexible housing.

In fact, Eugene Plotteron, director of New York City-based Setra Ruddy, believes that affordable housing has become the most innovative and sought-after sector in the multifamily housing market. He analyzes that this is due to projects going through a highly competitive application process, forcing developers and designers to provide programming and deployment solutions that meet the needs of residents and communities.

Another reason is the trend of joining forces with partners who share the cost and provide affordable buildings and valuable services to nearby residents.

“We don’t just build houses anymore, we help rebuild communities. “It’s a great place to live,” says Albert Milo, president of Associated Urban Development Group, based in Miami.

Here are other ways affordable communities survive.

New Partnerships.

These collaborations now combine new and different types of collaborations. 2Life Communities, a Boston-based nonprofit developer, owner and operator, explains that this approach helps “aging in the neighborhood” rather than the typical aging in an apartment or house. The 55-year-old group provides support services that focus on creating affordable housing for seniors and helping everyone achieve their goals at this stage of life. 2 Life is actively seeking creative partners to enhance what it has to offer its residents and expand the opportunities it can afford them throughout their lives. In June 2019, the Boston Housing Authority announced that the Boston neighborhood of Brighton JJ had selected Two-Life as its renovation partner for Carol Apartments. We recognize the importance of energy efficiency, reducing carbon emissions and using versatile design and adaptable features for accessibility, allowing residents to stay in the apartments for the rest of their lives.

In addition to indoor and outdoor spaces for recreation and socializing, residents have access to community spaces at the neighboring 2Life campus in Brighton. There is also an 11,000-square-foot senior care program that provides residents and neighbors with comprehensive medical and community-based home care services.

Related Group also worked with the Florida Public Housing Authority to redevelop the site for affordable, labor-intensive housing when the existing buildings were old, but the land on which they were located was full of potential and provided proximity to jobs. In each case, Milo said, the company demolished or rehabilitated existing homes, complied with the Americans with Disabilities Act and green building laws, and constructed buildings with space for commercial, educational and medical facilities.

The Liberty Square project in Miami will include 1,500 mixed-income apartments, replacing the city’s oldest public housing project, and the River Park project in Miami will include 2,500 apartments for seniors, affordable and labor-intensive, the latter for families with incomes between 60% and 140% of the local median income.

“NRP Group takes a slightly different approach to finding provider partners because it agrees with the Centers for Disease Control and Prevention’s view that 60 percent of health outcomes are directly related to quality of life,” says Scott Skinner, a Cleveland-based developer.

Activated Landscape.

Because affordable housing is seen as a way to strengthen neighborhoods, the first floor and streetscapes are designed to increase pedestrian traffic and make them vibrant, Plotteron says. One strategy is to allow passersby to see the active space through the glass walls. Cetra Ruddy’s is a 535W building in New York City, where 20 percent of the apartments are affordable. The building on 43rd Street has 7.5-foot-high windows that allow you to “talk to your neighbors” and showcase activities inside.

Community endorsement.

According to Flutteron, the community is usually involved early in the process when applying for public bids, sharing needs and staying involved as the project moves forward. Working with the Boston Housing Authority and developer Beacon Community, TAT redesigned Ann M. Lynch Holmes, located in the Old Colony of South Boston, and introduced fully affordable mid-rise buildings and townhomes with passive housing for low-income seniors.

“The project reflects a new nationwide wave of affordable multifamily homes built to stringent energy-saving standards,” Simanski says.

Another way to increase sustainability is through the use of materials. At 350 Clarkson Avenue in Brooklyn, N.Y., where 30 percent of the 280 apartments will be affordable, Setra Ruddy upgraded the scale by creating a stone facade with copper panel details, Plotteron says. Bodhi Lawson Associates used recycled materials to improve sustainability in the 63 Home Street homes for homeless seniors and low-income residents in the Bronx.

Extra Amenities

The first hot war for amenities in the Ticker Building was affordable housing. According to Ducker, at the top of that list is a community room where residents and neighbors enjoy activities and programs such as workforce training. Because Setra Rudy has a rooftop terrace at 350 Clarkson, developers often include outdoor activities and living space. And there are things that are added when space and funds allow. For example, TAT is considering integrating electronic delivery lockers and video screens to send messages. In the 43rd Street building, Setra Ruddy designed the post office as a hospitality center.

Affordable housing in the community

The market for affordable housing tends to be driven by local demand to provide supportive housing to members of the workforce and marginalized neighborhoods, Badi-Lawson said. Affordable housing can be part of the solution for both integrated housing and mixed-use development. In New York City, for example, mandatory inclusionary housing is a zoning tool developed by the Department of City Planning and the Department of Housing Preservation and Development, requiring developers to include affordable housing in zoned areas to expand housing development. It promotes the coexistence of low-income and market-rate units in the same development, he said. And it allows new housing developments to enjoy better services while keeping the community’s economic demographics in balance.

Some mixed-use projects that include both low-income and market-rate units are mandated by local governing organizations and are often at least partially subsidized.
